Saúl Caban

Director of the ALANA Men in Motion Program, Holyoke Community College

Saúl is a Man of Faith, Husband, Father, Latino Leader in Higher Education, First-Generation College Graduate, Generational Curse Breaker, Community Advocate, Mentor, Brother, and Friend. He was born in Aguadilla, Puerto Rico, before his extended family migrated to Holyoke, Massachusetts, in 1998, right before his fifth birthday, in search of economic opportunity. Growing up in a household of six children, where he was the second youngest, education became the foundation for his future. 

Saúl is a proud product of the Holyoke Public Schools and earned both a Bachelor of Social Work and a Master’s in Public Administration from Westfield State University. In April 2018, Saul was selected as a 40 Under 40 Honoree by BusinessWest. The award celebrates 40 candidates, under the age of forty, who have achieved professional success and are active in civic and community organizations.

Saúl currently serves as the Director of the ALANA Men in Motion Program at Holyoke Community College. ALANA is a student services program which provides inclusive academic support, mentoring, and community building to cultivate the academic success of men of color at the college. He is passionate about empowering vulnerable student populations and actively finds ways to volunteer in his community through coaching youth basketball and mentoring young men in Holyoke. 

Saúl is happily married, with two children, who enjoys making memories with. He also enjoys spending time with friends, staying physically active through strength training, basketball, and being a team captain on his softball teams.

Stefany Garcia

Family Access and Engagement Coordinator, Holyoke Public Schools

Stefany E. Garcia brings over a decade of dedicated service to Holyoke Public Schools, commencing her tenure in 2007. Throughout her extensive career within the district, Stefany has held diverse roles spanning from paraprofessional to Registered Behavioral Technician (RBT) and teacher. 

Currently serving as the Family Access and Engagement Coordinator (FACE) for the district’s elementary schools, Stefany assumes a pivotal role in providing comprehensive support and guidance to all elementary FACE coordinators. Stefany holds a Bachelor of Arts degree from BayPath University and takes pride in her roles as the spouse of Joshua A. Edna N. Rodriguez, PsyD

Edna Rodriguez is a MA & CT licensed bilingual/bicultural clinical psychologist who has spent her career working within non-profit organizations providing and leading the implementation of clinical services from an evidence-based approach. She obtained her doctorate degree from Ponce Health Sciences University, Puerto Rico in 2013 and shortly moved to MA to serve the Latin population from North End Springfield. As a Holyoke resident, she collaborated frequently with many local agencies to provide services to the populations served. She started her career as a home health aide after finishing a Certificate in Nursing assistance program through Westover Job Corps, and was contracted with local nursing agencies like the Holyoke Visiting Nurses Association, Hospice Life Care and Home Health Solutions.

Nayroby transitioned as a case manager for teen parents and after many years in that role became the Director of Domestic Violence and Sexual Assault services for the YWCA of Western Mass. Graduate of both Holyoke Community College and University Without Walls, UMASS Amherst, she worked with many different community providers. In 2014, Nayroby became the program specialist for Wayfinders to support a Co-housing Model led by the Department of Housing and Community Development. In 2016, she became the Resident Services coordinator with Beacon Communities and continues to serve in that role as the Director of Community Engagement and Resident Services with OneHolyoke CDC.

Nayroby has a multitude of experience in facilitation training and engagement. She enjoys motivating residents to reach their full potential. She is an active participant on numerous boards and advisory committees. Most recently was appointed by the previous Baker administration as a Board of Trustee for Holyoke Community College in July of 2022. She is the President of the Homework House Board, leader of the Latino Committee of the Holyoke Chamber of Commerce, and this year was appointed by Holyoke City Council and Holyoke Mayor Garcia as a member of the Recycling Committee. She is the Advisory chair of the Community Benefits grant with Holyoke Medical Center. Nayroby is also a participant of the MSPCC Advisory Council and Westmass Elder Care and a member of the Holyoke Emergency Management Team. Nayroby is always eager to engage in any capacity for the Holyoke Community that will be impactful and a resource to residents.

Justine Sabbs-Felsentreger

Director of Resident Empowerment and Community Programming, Holyoke Housing Authority

Justine Felsentreger (Sabbs) is the Director of Resident Empowerment and Community Programming at Holyoke Housing Authority and began her tenure at the HHA in 2013. Justine has a bachelor’s degree in criminal justice and sociology from Saint Anselm College and a master’s degree in social work from Westfield State University. In addition to participating on the Families First Advisory Council, Justine is also a member of the Holyoke Medical Community Benefits Advisory Committee as well as the Department of Transitional Assistance (DTA) Holyoke Advisory Board. Justine resides in South Hadley with her husband and 3-year-old daughter.  

Jeff Trask

Head of Enterprise Resilience, ISO New England

Jeffrey currently heads up Emergency Management and Business Continuity for ISO New England. In this role, he is responsible for overseeing all aspects of the preparedness, response, recovery, and mitigation program for the organization. Jeff is also the Emergency Management Director for the City of Holyoke.  

His past experience includes serving as Head of Resilience for MassMutual, Emergency Management Administrator for the Massachusetts Institute of Technology, Director of the City of Chicopee’s Emergency Management Department, and the Massachusetts Emergency Management Agency (MEMA), where he managed several preparedness programs including the statewide business continuity program.

Jeffrey is a Certified Emergency Manager (IAEM) and a Master Business Continuity Professional (DRII). He has been certified by FEMA as an instructor and as a Master Continuity of Operations Practitioner. He holds additional certifications in chemical weapons response, Weapons of Mass Destruction, Incident Command, and Homeland Security planning. He also proudly holds a Bachelor’s Degree from Westfield State University in Criminal Justice and a Master’s degree in Management from the Catholic University of America.

Jeff has been published in academic journals, presented countless times on topics related to crisis management and emergency response. Jeff has consulted for organizations worldwide and represented MIT by serving on a White House panel along with the Secretary of Homeland Security and Secretary of Education discussing Active Shooter Incident and helping to draft guidance for educational institutions.  

Jeff is a seasoned Crisis Manager who’s experience was leveraged as the emergency operations center manager during the response to the Boston Marathon Bombings in 2013 responding to the active shooter incident at MIT and currently as the Pandemic Incident Coordinator for Covid-19 at ISO New England.  

In 2016 Jeff was named a 40 under Forty award by Business West Magazine. He is a published author on topics related to crisis management and business continuity and frequently serves as a subject matter expert worldwide. Jeff is a native of Western Massachusetts currently residing in the City of Holyoke where he serves as Chair of the Board of Fire Commissioners. He has a passion for classic cars and loves working on his 1958 Chevrolet Impala. Jeff is married to Elizabeth and they have an 4 year old son, Elias.
